Description

Create TOFSANSResolutionByPixel algorithm that in effect splits out the resolution by pixel calculation in TOFSANSResolution into a separate algoirhtm. As described in #10688 this has several advantages including the potential of using TOFSANSResolutionByPixel but as child algorithms in TOFSANSResolution and Q1D

To test

  1. Open LOQ48097.raw in autotestdata
  1. run ConvertUnit to wavelength (elastic)
  1. run TOFSANSResolutionByPixel to check that is does not crash

This algorithm will be further tested during the beta testing
