Windows System Tests no longer run from scripts

Description

​http://builds.mantidproject.org/view/Wall%20display/job/develop_systemtests_all/label=win7/261/console shows that the import of mantid cannot find the required libraries.

Set dynamic library path on Windows/OSX before running system tests.

Ensures that the tests find the correct Mantid libraries and 3rd party components. Refs #10816
