Create a CreateWorkspace algorithm

Description

Properties:

  • XValues vector of doubles
  • YValues vector of doubles
  • EValues vector of doubles
  • XUnit List of units from Unit Factory (optional)
  • YUnit String entry (optional)

For now do not set an instrument, either do not set or create a 1-1 sp-det map, sample and run data should be blank.

This can be handy algorithm, neat. Works in GUI and python. Little issue is described here: #1810, but otherwise passes.
