Fix trac ticket workflow to disallow commits to tickets in verifying stage

Description

The current pre-commit hooks allow commits to happen when a ticket is in the 'verifying' stage. This should be disallowed.

Also, the Roadmap page contains a white bar in each iteration milestone that points to testing but is labeled SQA. Change the label so that it is consistent with it being called testing everywhere else

This isn't going to be possible now we're working with git.

Also the SQA->testing seems to have been done.
