Direct ConvertToEnergy GUI: Background Ranges entered in the GUI are not used.

Description
On the "Energy Transfer" tab, under "Analysis Options"...
Any values entered in the GUI for TOF Start and TOF End are ignored and the values that are defined in the $INST_Parameters.xml file (i.e. bkgd-range-min and bkgd-range-max are used instead.

This is a strange one, not 100% reproducible. But if you don't run the diag command then it mostly seems to fail. More investigation needed!

How to reproduce:
Start the ConvertToEnergy GUI, select CNCS.
Enter the following data...
Runs: /Test/Data/sns_event_prenexus/CNCS_7850_neutron_event.dat
bg removal: on (44500 to 48000)
Ei = 3
Fix Ei: True
Tzero = 61.77
Rebin:-2.0, 0.1, 2.0
No output files are needed.
Turn off the other 2 tabs
