Build a reader for Horace binary format as the source for CP rebinning.

The reader currently works and reads full 4D datasets The things remain unclear are rotations and partially integrated datasets. This is connected with rotations on workspace, so the reader is works for current workspace implementation.

managed to beat visual studio into building it, unit tests run ok. nothing currently exposed to user for this to perform more interactive testing on.
