workspaces from CreateWorkspace must be the same after saving and reloading

Description

Use CreateWorkspace to create a workspace with the same number X-values as Y-values and then save it as Nexus. Reload that Nexus file and the new workspace is not the same. It contains one more X-value.

I think that the distribution flag needs to be set but isn't

I no longer have to save these workspaces and so this doesn't seem to be a problem
