So I've added a starting point for the plotting tab in SANSPlotSpecial.ui. The associated class (SANSPlotSpecial.h/cpp) is basically empty, but is intended to reinforce the point that the code for this tab should be kept separate and not put directly into SANSRunWindow.

(In [11331]) refs #2420 - add (currently non-functional) "Display" tab to SANSRunWindow. Making changes now to avoid later conflicts, all future work on this ticket should (I think) be restricted to the SANSPlotSpecial class.
