Merge the functionality of LoadSampleDetailsFromRaw into LoadRaw

Description

Any call to LoadRaw should be the same as calling LoadRaw followed by LoadSampleDetailsFromRaw on that same workspace. Any error due to missing sample details data should not prevent loading.

Remove all calls to LoadSampleDetailsFromRaw from ISIS SANS Python scripts and consider deteting LoadSampleDetailsFromRaw if it isn't used elsewhere.
