SANS: create 2D data writer for compatibility with SansView

Description

We need a 2D data writer with a format that SansView can load. SansView is not currently able to load NeXus files.

Ran BioSANS_exp61_scan0004_001.xml through reduction, saved and then imported into SansView. Look like a SANS plot.
