(In [11090]) Refs #2840: PeaksWorkspace rewritten to use a vector of Peak objects instead. PeakIntegration should be checked (no test). Added an algorithm that creates a simple empty PeaksWorkspace, for testing and perhaps future use by Andrei.

With the exception of handling the goniometer matrix (refs #2871) and an issue with the row/columns in ISAW, this is fixed.

This ticket should be moved to iteration 28. Peak object works well with LoadPeaksFile and PeakIntegration.
