TOSCA: Chopper now functioning

Description

The decision of TOSCA's chopper to start working more effectively has caused/highlighted some issues of how we've been handling their data reduction for 10Hz operation (when TS2 online).

(In [12469]) refs #3145 - add option to hold off on summing multiple frames in TOSCA reduction, with checkbox on the interface, refs #3016 - diffraction data in IRIS and TOSCA will now be grouped into a single spectra, fixes #3047 - adjusted work around to allow for changing of binning parameters.

Verified that the second portion of the multiple rebin string can be used to rebin to different parameters if the number of bins does not match in a set of multi-frame runs.
