Update log levels for some messages

From Nick, 

ACTION REQUIRED:  Think if any messages from your algorithms need
to be move up to Notice level.  This should only be a small number
of cases.

The default logging level in Mantid has been altered to reduce 
the amount of information that appears in the Log window of
Mantidplot.  This is primarily because we have had several
comments from users that too much is appearing in the window 
and they cannot separate the important information from the 
rest of it.

Some log messages have indeed had their levels upped. I'm not going to promise that there are no others that should be at Notice!
