Description
I could not find a test file for ParameterMap, but perhaps it is included in some other suite?
From the header file, it looks like Roman made this class, but I assigned this to you Nick so that you can delegate to whoever is appropriate.

Refs #4111 Refs #3204. The parameter map now searches case insensitively.
There was also no unit test for the ParameterMap so I have added one.
