Get rid of Workspace1D

Description

Outside of tests, Workspace1D is only used in LoadRKH, where it could easily be a Workspace2D with one spectrum. Clearly, it is not needed, and Russell has suggested before to get rid of it.

Getting rid of Workspace1D entirely will greatly simplify some work I am doing on MatrixWorkspace.
