When using event based data (e.g. BSS_13387_event.nxs in systemtests/data) you get strange effects if you do not rebin.
We should at least be printing a warning.

Added a warning in #10083.
Although I have been unable to perform a reduction using BASIS via the indirect data reduction interface.

Likely not going to get round to this in this release.
Although I have a feeling this may be invalid as BASIS data is not reduced using this reduction routine.

BASIS do their own thing for reductions so I doubt this is really a problem.
In either case the reduction routine for C2E will be getting attention next release.
