Rob wants them in the script repository so that he can update them when he likes

Remove Offspec scripts from distribution. Refs #7522
They are now in the scriptrepository.

Only do the Offspec tests if the offspec scripts are available.

Branch: feature/7522_remove_offspec_scripts in both systemtests and code repository
Tester: The offspec directory in scripts should now only contain pyc files, which are local to your machine and are not in the repository. The systemtests should be passing.
