REFM Reduction doesn't time out or report errors vocally

When loading REFM reduction (interfaces menu) if you don't have any data for it, it'll just keep searching for the data and not report any errors or time out after a reasonable time.

During the time it's searching the interface is still active and can be clicked on resulting in errors to the log but no in-your-face error message appears to alert the user so these logs could be missed.

The ideal solution for this would be to disable the interface until a data file has been found, and make the interface time out and close if a data file isn't found in a reasonable time.
