  1. Convert ReduceOneSCDRun.py into a workflow algorithm
  2. Enable ReduceSCD_Parallel to use mpi stuff
  3. Proffit!

We may have/want to convert ReduceDictionary into an algorithm, but I don't know what the return type would be (like the Characterizations file in SNSPowderReduction) For slurm/threadpool support to mantid, Fermi is the better place to spawn jobs.
