icat login UI should allow for selecting the facility to login to

Description

It will be a fairly meaningless change as there is only one that is supported at the moment, but once there is more than one it will become much more necessary. This will make it that users can login without having to change their default facility. The default for the property should be the default facility.

This has been addressed at some point throughout the release. A drop-down containing a list of facilities now appears with the login dialog. Verification that it is working is evident in #8811 where users at SNS could log in using the log-in dialog box.
