[ICAT] Improve filter label

Description

Owen noted in #7637 that:

'Filter type ...' should be a label and not an option. The current 'Filter type' should be called 'none' or 'no filter'

Added filter label, and "No filter" to dropdown. Refs #8199.

This minor ticket was to improve usability when filtering.

To test

  1. Log into the catalog using your federal ID.
  2. Perform a search.
  3. Select an investigation from the search results, and the datafile window will open.
  4. The filter box should no longer say "Filter type...", but instead say: "No Filter" and there should be a label saying "Filter type:".
