Add support to save topas files

Description

Add ability to change the comment character in SaveFocusedXYE to support topas. It needs a single quotation mark rather than a hash symbol. Also the extension on the file is ".xye".

This is on ​feature/8586_save_topas

To test: Try out the "TOPAS" file format and see if the header is commented with single quotes. Since there was no explicit support for extensions, I did not add ".xye" to it.
