Ensure API mehtod getXDataRange works correctly for all workspaces.

Description

getXDataRange method used by ConvertToMD2 helper to return range of data to evaluate. The purpose of this ticket to ensure that this method works correctly for all workspaces.

(unit tests & check implementation for event workspace)

Mantid developers discussion concluded that the current behaviour is fine. Spectra limits are set from binning range and this is desirable behaviour for event workspace too.
