Amend Wikimaker to ensure any new category is a subcategory of Algorithms

Wikimaker needs to be amended so that whenever an algorithm is put in a new category, the wiki page for that catagory is edited to make it a sub-category of algorithms.

This was required as part of ticket #8917

A look at the wikimaker code shows that wikimaker does not appear to create any category pages at all. Is it worth adding code for such an infrequent process?

I note that http://www.mantidproject.org/SaveIsawPeaks has a non-existent category 'Isaw'.
