Scientist write access to wiki

Enable and encourage scientists to contribute to wiki pages relevant to their discipline, to ensure there are accurate scientific technique pages. Each such page may have the scientist as a point of contact.

This may be done by giving such scientists a wiki account or by other means.

This is required as part of ticket #8917

This one needs:

1. Open up the wiki for public account creation
2. Gather Scientist and Technique specific pages under the Techniques category
3. Add content to that page to make it easier to find the useful pages.
4. Advertise the ability to edit pages, and where to put them to the instrument scientists, ISIS & ORNL.
