Remove CharacterizationsFile requirement from SNSPowderReduction

Description

If SNSPowderReduction is used without specifying a characterization file, an error occurs when PDLoadCharacterizations is called (line 416). Remove this requirement.

Made the characterizations file optional.

Re #9329. Unfortunately, the refactor to use all of the fancy workflow algorithms made it a requirement.

This is on ​bugfix/9328_snspowder_no_char.

To test: Run SNSPowderReduction with and without a characterizations file. Both should work again.
