Migrate to CMake 3

Description

The new version of ​CMake is a good time to rework our configuration. It has lots of new features that should eliminate some of our hacks to make things work. This is also a good time to re-examine all of our custom finders and layout.

We're going to move to cmake 2.8.12 for now. That will be done in different tickets.
