Transfer Sorting in Refl GUI

Description

The transfer should add runs together that share the same run title. As well as sort runs by run number and theta value, which is the existing behaviour.

refs #9852. transfer sorting applied.

Transfer will now group runs with the same title together and concatinate runs where the title is the same and the angles are the same

The "transfer" is as described. The "processing" of the example we went through doesn't work, but that is out of the scope of this ticket.
