VATES simple interface ScatterMode does not work on histo workspaces (Any more?)

Description

Try to do http://www.mantidproject.org/MBC_MDVisualisation#Vates_Simple_Interface example N3.

As soon as workspace is rebinned, scattered mode become unavailable.

Still works for MD Event workspace.

That's the correct behavior. The splatter plot works on having boxes with lots of events where a MDEventWorkspace rebinned to MDHistoWorkspace only has one point per box. Therefore, MDHWs aren't very useful to look at unless you rebin so fine as to get a similar spatial resolution as the MDEventWorkspace implies. Also, the N3 example does not have you rebin the data (N3 step 1 is steps 1 and 2 from N1 and neither involve rebinning), so there shouldn't have been any "problem".

After discussion I would agree it is the current state of affairs.

If we want this to change in a future, feedback from instrument scientist and users is necessary.
