Error given when switching facility with direct/indirect interface open

Description
When either of these interfaces are open and the user switches facility via preferences an error is given in the result log.
This error is an artifact of the instrument list being repopulated and can be ignored, in which case it would be nicer for it not to be shown.

After looking at this again this is actually caused by other instruments not having compatible IDFs for the interface, in this case ET, Calib and Diag tabs should be disabled (the others should work) and a warning message provided.
With #10863 this could also remove the offending instrument and try again, disabling the tabs only when it has determined that no instruments at a facility are supported.

Also note that whilst this happens for both direct and indirect interfaces, I will only fix IDR here.

#10861 is a duplicate of this. This issue should fix that problem too.

This issue has been fixed in #10863, once that ticket is passed this should be closed.

Other changes in #10863 have fixed this.
The issue was actually the instrument selector widget overwriting the default instrument, which then attempted to update any other instrument selectors.
