Loading configuration into REFL Reduction interface broken

Description

From the menu at the top of the interface, using "File->Open" (on the attached file) doesn't do anything, including printing any sort of error. Track it down and see what is going on.

Users were using mantidplotnightly instead of mantidplot. Issue fixed.

But, in the same time, I'm wondering what broke that part of the code in mantidplotnightly.

This is still broken on master which means when the next release of Mantid comes out this feature won't work. This needs to be investigated at some point before the release comes out.
