Description
I propose that the assignee of a ticket is able to move it back into an info-needed state. I have had a couple of tickets where the description has not been quite right, or the are scripts/data files missing. I don't think this can always be caught during the triage step, so there should be a way of actioning the author of the ticket to amend it.

After discussion with Owen this is not required, in the rare cases that this might be needed we can just adssign it to another person to answer a question along with a comment explaining what they need answered and to assign it back afterwards.
