PyQt and sip files that are already present can cause problems

Description
If PyQt and sip are already present our installer won't install them but if the versions are incompatible with MantidPlot then Python fails to initialize without any error message

This works, but can cause confusion in rare cases: Aziz had 2 versions of Mantid on his PC (release & dev). The release version stopped working after he received this update in the dev version because it removed files that the release version was looking for.

(In [3465]) Windows installer now puts PyQt4 and sip in the Mantid/bin directory. This prevents conflicts between MantidPlot and existing versions of PyQt4 or sip. Re #1027
