Build Instrument Summary page

Create the template for the instrument summary page and implement the logic to populate the page.

For Tester:

Note: Permissions may need to be altered for this to work as expected.

1. Navigate to ​​http://datareducedev.isis.cclrc.ac.uk/autoreduce_webapp/instrument/LET (logging in if needed).
2. Check that the nav bar is shown at the top and there is a header.
3. You should see a fieldset below the title, if there is some dummy data present this will have details of job statuses, otherwise it will say that all jobs are complete.
4. There should be a link to create instrument variables and box showing the current variables.
