Populate database with test data

Write a script to insert dummy data (so it can be wiped and applied again).

Should include multiple experiments with multiple runs of different status.

All experiments and runs need to be real so the ICAT integration works as expected.

Some dummy reduction scripts for each instrument will need to be created.

For Tester:

1. Navigate to ​http://datareducedev.isis.cclrc.ac.uk/autoreduce_webapp/runs/ and log in if needed.
2. There should be some experiments and runs shown in a hierarchical table.
