Fix VULCAN autoreduction

Description

It got broken during the shutdown with some changes introduced to ExportExperiment.py on October 7-8. Track it down and fix it. I saw the problem with /SNS/VULCAN/IPTS-11285/0/54433/NeXus/VULCAN_54433_event.nxs, but it happens with all files since the cycle started.

Refs #10427. The bug was accessing values from a dict.
