Add the ability to set variables by experiment

It would be good to be able to set instrument variables for an entire experiment. This would make a good default option.
For Tester:
- Navigate to: http://datareducedev.isis.cclrc.ac.uk/autoreduce_webapp/instrument/GEM/
- Click 'Add new run variables'
- Verify that you are able to switch between experiment number and run number range.
- Save some variable for an experiment number
Note: The saved experiment variables wont show on the instrument summary page as only upcoming experiment (taken from ICAT) are shown and currently there are none.

Can switch between exp num and run num
