Description

Something agreed by both ISIS and the SNS is that the load times for reflectometry data are providing quite a bottleneck.

We are separating the issue into two problems.

1) Multiperiod problem is being handled here ​http://trac.mantidproject.org/mantid/ticket/10188

2) What speedup do we get with HDF5. This is the present concern of this ticket.

Tester, there is no code to merge here. I've kept this as separate as I can from the mainline mantid code. The results are the major output. The repository will be useful again in future, since our results do not yet include those for event nexus files.

(In #10151) Not realistically going to get done for the 3.3 release. This is however linked to the work that Owen and Pete have done (are doing) the ground work for in #10471
