Bug in NeXus when loading large event files

Description
The bug has been fixed for sometime: http://trac.nexusformat.org/code/ticket/349. The fix is not in our current packages for RHEL/Fedora though.
If we mandate 4.3.2 everywhere and update the RHEL/Fedora packages we will also need to recompile the Windows/OS X libraries. The other solution is to only mandate >=4.3.1 then everywhere should be happy.

The NeXus rpms have been rebuilt for RHEL/Fedora and are available in the Mantid COPR https://copr.fedoraproject.org/coprs/mantid/mantid/ and the RPMs directly accessible at http://copr-be.cloud.fedoraproject.org/results/mantid/mantid/
If they are needed at ISIS, then someone with access will need to copy them (my fedid has been disabled again).

Should we update the CMake & package requirements to mandate a minimum version of 4.3.1?
