Several Graph actions are missing from the tool bar

Description

While working on #8452 I realized that in the tool bar you have "add function" and "add new legent" buttons, but there's no "add/remove curve" which is available from the main->Graph menu and also from the context menu of graphs. Why not add this important action? Also, add timestamp and image, add/remove error bars, and the add/remove/arrange layer actions are missing.

I'd say that it would be more consistent to have the same list of actions in the "Plot" tool bar as in the Graph menu, unless there's any good reason not to show some of the actions.

There are also 4 data actions that are not shown in the tool bar: data reader, draw points, move points, and remove bad data points. Maybe these should be added as well?

Even though I set this to minor priority, I'd guess that it is actually relatively important for the user experience.

Another related area for improvement is the keyboard shortcuts used in the main menu actions (see #8452 for Graph actions). Currently these shortcuts are defined a bit inconsistently.
