It was missed when including jsoncpp as a dependency.

Merge pull request #111 from mantidproject/bugfix/10821_linux_pkd_depends_missing_jsoncpp
Dependency added as described, running
dpkg -I mantid_3.2.20141217.1547-1_amd64.deb
on the generated package results in libjsoncpp0 showing up in the list of dependencies.
