Design Python plotting command line interface for the VSI

Description

The output will be a design document. In parallel we can start prototyping it, and at some point there will be a ticket to implement the design.

This is following on the general Python plotting design (#8937) and the new (basic) Python CLI (#8912)

This is being developed in the documents repository: ​https://github.com/mantidproject/documents/blob/master/Design/Plotting/plotting_VSI_design.md (very early draft at the moment, just for a start).
