Write a template user script for Vesuvio users

Description

We need a template script that can be given to Vesuvio users such that they just set some variables and let Mantid go. This will no doubt require several iterations with Matthew to get something that we are all happy with.

The first cut has gone to Matthew for checking. They can be found at ​https://github.com/mantidproject/scripts/tree/master/development/inelastic/vesuvio_user. No further change to Mantid itself should be required, just iteration on these scripts.
