Description

Idea from Martyn.

When mantid is executed from reduce.py then no purpose to also output to console, since no one will see this.

On autoreduce, in Mantid.user.properties turn of output logging to console

Sorry, I should have been a little clearer.

I meant turn off the global file logging as once you start capturing the logging via stdout then the global log in $HOME/.mantid/mantid.log is a bit useless.
