User documentation for compute resources in the Facilities file

I think that compute resources (in their xml incarnation) are never mentioned in the user documentation. At least it's completely missing from ​http://docs.mantidproject.org/nightly/concepts/FacilitiesFile.html.

This is not terribly critical, as the facilities file comes with the two compute resources that users can user for the time being. As part of this ticket we could add a basic description and example in ​http://docs.mantidproject.org/nightly/concepts/FacilitiesFile.html and clarify some minor issues around unused/undocumented attributes and child elements (​https://github.com/mantidproject/mantid/pull/501).
