Write trigger script for runs not on ICAT

Description

The current trigger script works for runs that ICAT has information for, but otherwise cannot trigger others. Write a script that involves manually entering information to send a JSON to autoreduce to trigger it's autoreduction.

To test:

  • python manualLookupWISH.py and fill in the prompts, or
  • python manualLookupWISH.py 26149 26151 11111 13_4 / python manualLookupWISH.py start_run_num end_run_num rbnum cycle_num

to check, either look at autoreduction website, or ssh into autoreduce and watch the logs. Be aware you will require ICAT/stomp modules.
