Horace Masking

There is a lot of work here, so this is an umbrella ticket.

4-man weeks effort

1. We need to verify the consistency of masking in Mantid. Loading/Saving copying etc.
2. We need to look at mask utilisation. Masked pixels should not be visualised in any of the 2D-3D tools
3. We need to look at mask creation. Make algorithms work like Horace Masks.
