Description

Create OverlayEventWorkspace algorithm in order to time shift and overlay two event workspaces.

The input are:

  1. LHS Eventworkspace
  2. RHS Eventworkspace
  3. Offset to shift LHS onto the RHS workspace

The output is an eventworkspace with overlapping logs and events
