Create instrument enumerations in external XML file

Description

Create an xml file that contains (at least) the following information for each beamline. 

facility
shortname
longname
beamline number/id

mabye also include the beamline types, e.g. inelastic, diffraction or whatever.

Will also need a routine to query this file.
