LoadEventWorkspace is slow when mapping file is not specified

Description

This was tried with PG3_732. When using a mapping file the algorithm takes 2 seconds to run, without a mapping file takes 6 seconds. I'm suspicious that it has something to do with the warning: 

EventWorkspace-[Information] About to populate spectra map with a 1:1 map up to 1097990366
EventWorkspace-[Warning] Warning! The maximum pixel ID counted, 1097990366, is so large that it might be in error. The spectra map will only be made up to 10e6 pixels.
